Illinois Bill HB3438

New Bill to Require Financial Resources For Illinois Dreamer Students

An Illinois bill will require all Illinois colleges to provided funds for financial aid and other resources to help them get their college degree. Illinois Bill HB3438 is waiting for signature by Governor J.B. Pritzker and will require all the state’s college campuses to “designate an undocumented student resource liaison” by the 2022-23 school year to help undocumented immigrant students access to financial aid and other resources to get their degree. This bill makes higher education more attainable to undocumented students and ensures they have the support and environment to succeed.

Undocumented Student Liaison Resource Centers

HB3438 will require all Illinois community and four-year colleges to:

• designate an on-campus employee as a Dream Resource Liaison to provide assistance to students who lack proper authorization to be in the United States
• assist staff, students and parents with post-secondary resources for grades 9-12
• encourage the creation of a Dream Resource Center on each Illinois campus to provide resources
The bill was sponsored by State Representative Maura Hirschauer, Illinois House of Representatives District 49, who serves parts of Suburban Cook, Kane, and DuPage counties.
